Adult Learners' Training and Assistance Program

Directions for Using the Level Attainment Checklists:

The checklists should not be used with GED or secondary diploma learners at the High Adult Secondary Education Level. The checklists should not be used with learners who have 50 or more hours of instruction.

For the Bureau-approved standardized tests other than the Official GED Practice Tests/GED Tests, each standardized pre-test maps to one of the checklists. If you administer more than one subtest as a pre-test to a learner (e.g., TABE Reading, TABE Math Computation, and TABE Math Application, or BEST Oral Skills Section and Literacy
Skills Section), choose one of those checklist/content areas to track level attainment.  Use the student’s standardized pre-test scale score to locate the level into which the learner pre-tested, and follow the directions on the cover page of the checklist. Be sure to use the PA-specific Educational Functioning Level Chart to select the appropriate NRS level/checklist level for the student based on the student’s pre-test scale score.

When using the Official GED Practice Tests or actual GED Tests as pre-tests, either the ABE Reading Checklist or the Math Checklist can be used to document movement from the Low Adult Secondary Education Level to the High Adult Secondary Education Level
(placement into a level based on the Official GED Practice Tests or actual GED Tests is done according to the number of subtests passed). Follow the directions on the cover page of the checklist. Again, be sure to use the PA-specific Educational Functioning Level Chart to verify that your learner has pre-tested into the Low Adult Secondary Education Level.

Programs will want to collect evidence on learners throughout the program year, but will use the checklists to estimate level completion at year-end only in cases where a post-test score is not available due to the aforementioned reasons.
